what does it mean to go mastery after gcd cap as boomkin. is the gcd cap one of the two haste caps ? reasone i ask is that i got some haste like 2k after 10300 haste cap. is it better to go more haste after that or go mastery?

10296 haste for the gcd cap > crit > mastery. Swap crit and mastery if you have high amounts of crit

honestly, its to taste, unless you want to reforge encounter per encounter. one stat will perform better over another depending on number of targets, movement, etc. i find that after 40% crit mastery becomes as good or better as a general rule because starsurge wastage gets pretty high at that point.
