TWC and twitch source quality?

Hey so for the last few days I've been experiencing trouble loading any twitch stream on source quality. It loads fine on high but anything on source just buffers every 10 seconds. It seems to be happening at around 4:00-5:00 pm est everyday until late at night/early in morning. I ran a tracert but I'm not too smart with this kind of stuff. It's showing 3-4 cny.northeast.rr.com and cny.east.twcable.com websites pinging at an average of 35 and then 20 lines of "request timed out". Id also like to mention, I am not experiencing any lag in any games or any bad speedtest results. http://www.speedtest.net/my-result/3721387406 (this is with a stream open and while buffering occurs).

Questions are... why am I suddenly not able to watch in source quality anymore, what's up with all the "request timed out" results and am I the only one with this problem?

I'd copy paste the tracert but I don't really know what I should and shouldn't show.

I understand what lizard squad has been doing to twitch and all that but I don't think this is because of them.

4:00 pm hits and I can no longer even watch twitch streams on high now. This is rediculous.
