If you had the game installed beforehand, you had RoS installed as well. You just couldn't play the new content until you bought it.

If you have the battle.net desktop client, it should take care of everything for you. But as Nerraw said, it wasn't a clearly defined xpack in terms of what you can and can't do, it got a bit intermingled with the patch, so you probably have everything already
