Even in MoP there is a Static screen, and an active screen.
Although, I did just notice the top one is 64 bit, and the bottom is 32. That would explain why they appear differently.

Nah.. The WoD login screen hasn't been 3D besides the little towers on the sides with the crystals.. It's really lame.. Idk why they just don't go back to how they did it in BC. Like.. Exactly the same way, just some better visuals and the new Dark Portal of course..
I don't like the painting, and I noticed it as soon as I saw the login screen on the main page for the first time.

I think we are nearing the final version of the login screen, looks better now with the lighting and the head on top.
But the activation animation that was in before that update is missing now, see for yourself:
