Garak really was a jewel of a character. His overly pleasant demeanor (even by human standards) and the reason for it was particularly interesting to me.
I'm actually going to go with Alice Krige as the Borg Queen, since Q is off limits.

Garak is the best answer for recurring character, Jeffrey Combs for recurring actor. I would actually give Nog an honorable mention (the later seasons at least). They did some really great things with that character.
Such a great gag. A character that never says a single word yet every other character always talks about how he never shuts up.
If Q isn't an option in the poll, then whoever made the poll hasn't watched TNG. Also, there's the original series, TNG, DS9, Voyager, Enterprise, and 9/10 of the options are people from DS9?! Which, by the way, I personally consider the second worst ST, but that's besides the point. I think it's obvious which series the OP has watched, and has a hardon for.
In any case, none of those actors and actresses come close to John de Lancie, and to even compare those characters to Q would be insanity.

Q was without doubt the best recurring guest star of Star Trek.
He was funny, mischievous and his intellect was light years ahead of Picard and the fact we ended up knowing such little of Q and his race made him a truly unique and interesting character.
Martok, Dukat, Garak and Weyoun for DS9
Ro Laren, Barclay and Lwaxana for TNG
Borg Queen for VOY
Q for entire series. Indeed, the most significant recurring character of them all.
P.S. DS9 is my favorite Trek series. For those who'd ask why - it has the most plot depth and best-written characters. TNG was closely good, but I prefer show consisting of heavily plot-connected episodes over less plot-connected of TNG type. VOY was very similar to TNG with, sadly, greatly weaker cast, except the Doctor (Robert Picardo). Thanks to his performance and the introduction of Jeri Ryan the Borg sex bomb (Seven of Nine) in Season 4 it got nice overall ratings in the end on IMDB (though still less than previous 2).
ENT (the last one with Scott Bakula) just wasn't it. IMO they need to continue the new timeline and make future show about it. Im sure many Trek fans would want to know, what is going to happen after 2380.
P.P.S. Leeta - the sexiest of recurring characters and (arguably) one of 3 sexiest franchise characters (others imo are Seven of Nine and Jadzia Dax). Talking about these ladies, there is a slight regret the shows weren't filmed today by HBO, then we would see more of their beauty
