Seems blizz has "nerfed" a lot of flashy graphics like it.
Tabard of the Lightbringer also got "nerfed"; its effect is now much smaller.

The Tabard was most likely unintended.

It always happens when they change some spell animation which they also used in other places. The tabard had the generic "casting holy stuff" animation placed around the hands just bigger - which they changed (for the worse, now it looks like weird fire).
