I was wondering if the hotfixes we saw yesterday are only live on the live realm, thus ment for lvl 90 balance. Or that they're also active on the beta realms?

I'm gonna take a guess and assume they'll be live when Hallow's End is release today

Does Hallow's End require a realm reset? If not then they aren't live.

The hotfixes aren't live yet. They explicitly stated they require a realm restart to take effect. No realm restart has happened yet, and likely won't happen til the next regular weekly maintenance.
The number of people who missed this in the hotfix notes is mind-boggling.

Havent really tested, but I'm just assuming changes are live atm.

For European servers it's live. Retribution Paladins and Frostmages are dealing more damage than yesterday.
