Actually this rocket was mainly science stuff, including a pea growing experiment from some schoolkids :P

Pretty sure it was paid for by the government, yes. However it was built by a private company, including some foreign ones, like ukraine helped with the rocket itself.

Not really.

The risk of an occasional loss of a rocket or two is essentially factored into the cost of a Rocket Program, may it be private or government run.

Rockets are essentially giant cylinders of high explosive chemicals built by the lowest bidder, especially these cargo lift unmanned rockets. It's in the cost of doing business.
