Tier 11 Mage belt - where does it drop?

Yday I coined http://www.wowhead.com/item=103856 without knowing it had a desired look, turns out to be very nice for tier 11 heroic, runnin' with it now (dunno why it says the item is not ingame nomore on wowhead tho?)
Girdle of endemic anger as someone linked, is also a good alternative that Iv'e been using previously..
