There's a quote on twitter (think it was Crafticus?) stated that it's a bug, and cloaks (and hunter weps) are supposed to count towards the limit.

Also, aren't the world bosses locked until the raids come out?

Would be helpful to know if it is intended or bug...

Cloaks are (supposedly) not limited by the 3-item rule; So in reality, it's 3 items + cloak.
