How do I get Garrison to level 2 with mining and herbalism?

More specifically, the mine shaft and herb garden are only opened via quests at certain levels. Herb garden is lv 96.---

and mine as 92 and that can be upgraded pretty much right away

Since it seems like your question was misunderstood, you do not actually have to place a small building to upgrade the garrison. You can upgrade with the barracks sitting in the large plot and a totally empty small plot. The only requirement to upgrade is either level 93 or completing a certain amount of quest lines in SMV/FFR at which point a member of your faction flies down to you and gives you a quest to talk to the architect to upgrade.
