Does the War Mill also increase chances to get dungeon loot?

Finding it pretty hard to get upgrades at 100. I've also known some people who went through three heroics and didn't get loot.

No it doesn't; the main purpose of war mill is to gear up your followers more quickly. At level 3 you also gain a free seal, which is nice. The war mill increases the chance of gear upgrading from quests (might work for rares/treasures aswell but I am not sure about that) but it doesn't affect dungeons or raids.
