Gladiator's Sanctum level 3 blueprint with town hall 2?

Just completed the achievement The Bone Hunter (http://www.wowhead.com/achievement=9495) that's supposed to reward the level 3 gladiator's sanctum blueprint. Unfortunately I can't find it in the vendor that are selling them. I only have a level 2 town hall if that matters. Anyone been able to buy it?

You can't upgrade any buildings to level 3 unless your garrison is at level 3 as well, so level 3 blueprints probably won't show up until then.
