Can my first small plot be non-profession?

My hunter is LW/skinning. Looks like gazlowe is forcing me to craft the Tannery, however I'd prefer to have scribe's quarters for card-making. Is this possible right now or do I have to wait for Garrison level 2, or find the Inscription plan?

You won't have another choice until you upgrade to level 2.

You need a level 2 garrison to craft cards anyway, so this is pretty irrelevant.

I went salvage building first, no regrets - but I don't care much for crafting anyway - my characters are all enchant/engi.
