Dwarven Bunker/War Mill level 3, does it give the reroll token already?

So, we know you can't buy the reroll tokens yet, but I have been getting some from garrison missions. I'm considering leveling Dwarven Bunker to level 3, so I'd be interested in knowing if the level 3 benefit is yet open. If not, I'll just use the garrison resources for something more urgent, and upgrade DB later.

I believe I read somewhere that it wont provide you with a bonus token until they are available for everyone else.
