Question about frost stat priorities

arent those stats needed for gearing up purpose? lets say i got hc wf 636ilvl chest piece with multistike/crit.. and recived 640ilvl chest piece with haste/mastery.. how would i know which one is upgrade for me?

You sim yourself to generate those numbers, and then figure it out. Or you just sim both sets.

When you're simming, you can figure out what stats will be worth +- a few 100 fairly easily based upon the output it gives you.

Stat weights are generally given based upon BIS lists and clearly no one in in BIS gear.

Here's something to consider, most people are never going to get BIS gear and you'll only be able to optimize your gear to a point. Figure out what the break points are and work towards those.
