Noob question. What is the benefit of using Shadowburn with 3 stacks of Havoc.

You effectively mirror the spell and get 6 Shadowburns out of 3 Embers.

I believe it deals the same amount of damage regardless of the health of the mob.

3x Shadowburn does more damage than 1x Chaos Bolt.

Another use for Havoc is to copy incinerates for more single target damage via the increased ember gen. Best used on stuff like council fights where bosses heal back to full etc.

You can be pretty creative with the spell which is fun.
