Skull of War trinket

Hi long time lurker here, just made an account because I can't find any informations on the viability of the Skull of War trinket for rogues. I envision to play all specs in PvE if needed so I wondered if the inscription trinket was any good compare to what I can find in heroics or normal/heroic Highmaul. It would cost me a good chunk of money (at least for me) and Icy Veins, Shadow Craft don't seem to place it very high in the "BiS list" (Shadow Craft even has the stage 1 lower than my alchemist stone in Subtlety).

So what do you guys think of the Skull of War, yes or no ? If yes for which spec ?
