Inside your garrison you may catch small fish at lvl 1, 'normal' fish at lvl 2 and enormous ones at lvl 3. The mob spawning carps can only be caught in your garrison with a lvl 3 fishing shack, and lunkers can only be caught outside it, in inland water/lava.
