I think a point could be made that this, combined with Personal Loot drop chances, can feel like a slap in the face sometimes.

But hey, a temporal crystal is a temporal crystal. There are tons of ways to acquire pieces that are equal or better to 655, focus your energy on doing that instead.

Especially with the recent buff to Primal Spirit drops.

I've done one mission for highmaul gear, it gave me shards of nothing normal which i got on heroic the night before. RNGs a bitch.
