Loot "lockouts" between raid difficulties question.

Can you get loot in every raid difficulty in the same week on the same character?
And can you use a bonus roll on the same bosses you have rolled on in another difficulty that week?

Yes and yes.
I believe the stones for legendary quest is shared across difficulties however.
