If they gave us a beautiful city like Karabor, with portals equal to those of Shrine, and everything else a capital city has, nobody would ever stay in their garrison for long. And Blizzard couldn't have that. They want you to stay in your garrison and complete your work orders. That's why they gave us a shitty town like Stormshield, because nobody wants to stay there long and so people only use it for the AH before returning to their garrisons.
