I believe the rolls are independent. For example, you could Ogre miss but then Mogor roll and hit the correct target.

Can't say that I've tested but feels pretty silly that they would stack. The chance to hit a random target should simply be set to 50%. At least that is how I would interpret the card text. If turns out they indeed stack, then I would wager it to be a bug.
Testing may need to be done, but seeing how it "all minions have a 50% chance to attack the wrong enemy" would mean that it already has 50% chance.
Maybe each has their own roll to see if it procs.
The effect does indeed stack. During an arena run I got double Mogor via Echo of Medivh. Minions have a 50% chance to attack the wrong enemy, but they can then be redirected again.
ETA: So while it wasn't with other Ogres, it follows that the same would happen there too.
A bit off topic, but I think mogor is an underestimated card that can completely swing tempo against aggro. Oh, you thought you had 12 face damage? Guess what, now have zero clue how much face damage you have and you'te probably going to lose a minion or two
From what I can tell, most players are calculating it as there being multiple chances for the misfire, would be good to look into though, because there's a huge difference between 25% and 50%.

I'd love if an Ogre deck became viable.
Naming the deck would be half the fun.
I made a sort of viable ogre-ish paladin.
Basically abuses Wailing Spirit with all the cards that are fine or even beneficial to silence - did you know if you drop one after an equality that it's basically a full heal to your entire board whilst setting the opponents board to 1 health? It's not the strongest deck, but getting that combo off is insane.
