Seems the gain is very low in Politics and Knowledge actually which could be ascribed to almost a standard rate growth.
Since the Politics score is specifically being criticized here:

Seems the effect of actual politics was irrelevant to the study. Which is no surprise because the effects of policies could then be split apart again in dimensions like iteration, short-/mid-/long-term efficiency, planning, level of reaction, escalation, challenge resilience etc. Which would be interesting to see but again it's not part of the study.
In my opinion being in the top ten is not the issue, not being number one is.
