Hand of Gul'dan vs Chaos Wave? (When and why)

So basicly I'm asking when you use Chaos Wave over Hand of Gul'dan. From what I've heard you've always been supposed to use HoG over CW in "every" situation. But I have seen people using it in both aoe and singeltarget. Is there any way you could explain this? Because I know CW does more damage, but it costs DF instead of HoG which generates DF.

So I'd really love to see some detailed answer on when we're supposed to use what. What number of targets and what kind of situations.
