Can't get video card to install

Tried installing drivers from CD, tried downloading latest ones from the website...each time it starts installing and then this error message pops up:

    Application install: install package failure!

    I have windows 8.1 64-bit video card is Radeon R9270 GV-R927OC-2GD

I guess I should mention that this is a brand new build, it has not had another card installed previously.

Look on google for a driver clean utility. Use that, then reinstall drivers. Worked for me.

    googled this, a solution perhaps?

    1. Install driver fusion
    2. Uninstall Intel graphic driver.
    3. Reboot in safe mode
    4. Clean Intel and AMD drivers with driver fusion.
    5. Shut down.
    6. Unplug your computer.
    7. Install new graphic card in PCI-E 16x slot (upper one if you have more than one)
    8. Plug all the required power connectors in your card.
    9. Plug monitor into your new graphic card.
    10. Plug back powercord into your computer.
    11. Boot into windows and install new drivers and application profiles (they are separate files)

Seems a couple of people are thanking the poster so it might be something. Looks like it is basically about making sure the old drivers are truly off the system before installing new ones. I don't know about driver fusion though compared to the link above.

Here another one that kind of forces the install:

So, today I just found a very easy way to resolve this AMD issue.

After failing to install, AMD will leave all of its setup files in C:\AMD.

Simply go to C:\AMD\Config\ and open InstallManager.cfg with notepad.

Near the end of the file, there will be "WorkaroundInstall=false"

This needs to be changed to true.

Run setup.exe again and install like normal!

This is going to sound really stupid but I'm not sure how to reboot in safe mode. My last computer was an ancient thing with windows xp, 8.1 is this new crazy thing for me.

    Tried that, didn't work.

yeah, I had to look it up as well:
I don't have an English windows so the names for "buttons" might be a tiny bit different

Windows key + I (get a screen on the right)
All the way on the botton something like change system setting
then you get a screen on the left, click all the way on the bottom update and recovery
Then on the left list system recovery
Then on the right list under advaned booting options you press restart.
Before it shut down you should get a screen with some options.

Then you cant check back on the forum so keep this memorised
    "Solve" problem button
    "advanced options" button
    "boot options" button
Then press "restart computer" and when it is restarting you can choose to boot into safe mode or safe mode with network.
