Eh. Armors need not have crazy animations on them to be crazy awesome looking. See: S11 Paladin set.
Although I will admit, I do love the crazy trinkets some armor sets have on their shoulders. Paladins especially, lol.
I would like to see tier sets with less humongous spaulders.
We're supposed to be shady and nimble, and huge spaulders basically are killing a lot of tier/xmog options to me. Stuff like Bloodfang (tbh big but still not flashy), Assassination armor, Naxx sets are cool because they look simple and swift.

There is small animation on the rogue t17. Small scorpion appears on those green balls on the shoulder
Rogue's don't get animations, it fits the theme.

Yeah, it looks like garbage. I'm convinced nobody with decision-making power at Blizzard plays a rogue.
I think rogues have been shfated in regards to looks on sets for a looooooong time. Last time I liked what a set looked like for rogues it was in wotlk and it was tier 8. I'm using the vanilla pvp gear transmog for my rogue, best one ever.
The animation we get is the Scorpions, appearing on the big green things in the shoulders.
