Beastlord is the holy grail of a padding fight. Give them a barrage and a multi-shot, then stick back to the boss. There's no reason to pad unless you want to hinder your raid or you are given permission to try to rank.

How do you consider Beastlord a padding fight? Every target is relevant.
It's just like any other boss encounter in WoW with adds. Adds are top priority as they deal unnecessary damage to the raid.
The sooner the adds die, the sooner everybody takes less damage and there is less strain on the healers, the sooner everyone can get back to dpsing the boss.

Even spears, they start to throw fire which could potentially become a major problem to both positioning and healing.

our raid is average 670ilvl and in our first week of heroic we wiped an attempt or two until we realized that people werent dpsing the adds enough.
Once those players were aware and corrected, the boss died.

The pack mobs in Beastlord are "relevant" in the same sense the adds on a fight like H-Sha of whatever which was the 4th boss in SoO. They're up, yes, they need to die, but it's such an inconsequential effort to get them to die that consciously switching to them is pretty much a waste of time when they'll just die from cleave. They need to die, but they don't need to die immediately (at least not on heroic) - yet everyone pumps massive AoE into them to pad numbers on. I don't think you could say they're "top priority," they're just something that dies alongside the boss. The only relevant numbers on Beastlord are the numbers on the boss itself.
