This is an opener sequence, ignoring procs and the priority list:

1 . Army of the Dead 6s before pull
2. Prepot
3. Outbreak
4. Pillar of Frost
5. Obliterate
6. If Rime procced, Howling Blast x1
6. Howling Blast x2
7. Defile if the target will remain in the ground effect for 5 ticks or more
8. If Killing Machine procced, Frost Strike x1
9. Follow Priority

Tell me, why would you pop Outbreak before PoF? Doesn't the strength buff benefit the disease damage?

DoT snap shotting isn't a thing anymore so you want PoF right before your more damaging abilities to maximize it's usage.
