So I happen to need some quick money on my paypal account. Tried this "insta payment" feature but havent recieved anything yet.
Can it be due to my bank being closed at this time of the day?

Yes. Payments are usually only handled during the day. Not that they need real humans present to do it, it's just like that since the olden times. You won't get any payments done on weekends either. But all of this may depend on your countries laws.
It's possible your bank may not allow online payments on X day at X time.
But it seems rather silly given it's automated for my bank and able to be done 24/7.
Transfers to WU, PP, Skrill ect are all fine and dandy at even 3AM on a sunday.
When in doubt though call your bank.
Its just funny that the money already have been taken from my bank account.
Also that the feature is called "instant payment"
If the money's been taken, might it be the people delivering that haven't processed it yet?
So the money has been reserved but not released yet?
You can't do anything until they release it.
If they don't release it at all (Unlikely) it'll take about 3 working days to return.
But go take a nap and it'll be in there in probably an hour or so.
I can't complain though because my payments have always been instant, it's most likely bank policy either stalling your funds from being released or paypal is being slow.
My only advice would be to log out of paypal and see if a new log in refreshes it.
Unfortunate, my account is linked directly with my bank so I avoid many of these automated fraud checks.
But if you want to speed the period of it being locked use this.
