Since the nerf to the legendary ring...

Since now in PVP if you are wearing the legendary ring, it scales down to 680 instead of 690 for PVP. Does this mean that you no longer get the proc for 10% increase anymore in pvp if wearing the legendary ring?

you still get the proc in unrated pvp, and not in rated pvp, which is how it was before the patch as well
