Reforging still has its uses. You can effectively reforge crafted year, and it would have been a nice boon to several professions if they extended that ability to include non-crafted items as well.
The flaw with something like reforging is that, like so many other aspects of this game, there was no real adverse effect in using it. You got it to do exactly what you wanted, in manipulating stats that had known and reachable caps (which was another flaw). The current 'reforge lite' that can be done on crafteds at least has an element of RNG to the results. Risking item loss or even a failure of the reforge would have brought a nice decision making element into the game.
It's all of no real importance though. Reforging not being here gives devs a bit more control ultimately over being able to tune the game, and less thought process while gaming is considered a benefit to the sort of player they're aiming for.
