Liberty Island and the Statue Of Liberty are currently being evacuated following unconfirmed reports of a 'suspicious package.' A National Parks Service spokesperson confirmed that they were doing security sweeps and that there is an evacuation happening, but could not immediately say why. You can see video of that below.

How do you get that out of "evacuating the people"?

I think the point being made is that sometimes, particularly when it comes to "terror", law enforcement and security do not approach threats rationally - instead they over-react to the greatest degree that they think they can get away with.

If terrorists were actually a major threat to the United States, they wouldn't need to actually launch attacks: just regularly drop backpacks stuffed with play-doh and wires across the country, make anonymous calls reporting said backpacks, and then sit back and watch as the US economy implodes. (Fortunately, actual terror attacks in the US are so rare as to be statistically non-threatening, and what terrorists there are are typically extremely stupid.)

How often do people actually notice it before it goes boom? The ones that get spotted and don't go boom usually seem to end up being nothing. The ones that go boom are spotted in security footage later with everyone ignoring it.

Exceedingly rare, which begs the question of why do they even bother? I mean, no self respecting terrorist will leave a bomb just lying around in a public space where everyone can see and report it.

I would say that the bigger issue is that people tend to be very judgmental and results-oriented in terms of things like security.

If they see something and someone thinks it might be a bomb and they DON'T evacuate everyone and then it explodes, then they're inept and stupid and can't protect us and should have done more and so on.

If they see the very same object and someone thinks it might be a bomb and they DO evacuate everyone and it just turns out to be a bag full of old spaghetti, then they're overbearing, over-reactive, trying to control us, starting a police state, and whatever.

It seems like few people are capable of just saying, "It was nothing, but it was still wise to ensure everyone was out of harms way."

Because it wasn't "wise" - it was stupid, bordering on the incompetent; it was not a rational response - it was motivated by fear - when you over-react because you're afraid, you're doing the terrorists' work for them (which is the only way they can actually succeed).

The American public is (or at least was) quite capable of making rational decisions about the likelihood of terror attacks - after 9/11 the public overwhelmingly supported Congress and the President even while staring in the face of the worst single foreign attack on American soil. The only serious public criticisms were that maybe the Executive and/or Congress should have better consider possible blowback from black ops (something that they still aren't doing), should have perhaps been a little more proactive and direct about that OBL nutter (something that is being addressed, albeit in an at best mediocre fashion), and/or perhaps should have had better control over US airspace (something else that they still aren't doing, to the best of my knowledge). Your argument that the public would rise up, riot and revolt (or at least, throw out the politicians responsible) in the case of a major terror attack is demonstrably not true.

The statue is of great historical value, in a hundred years people won't care about 2015 police brutality, they'll care about the Statue of Liberty, plus they're evacuating civilians so it works both ways, saving ancient historical stuff and people in one swing. If it's actually a bomb that is, if not it's a waste of time.
