Judging by the health pool of your character I'm gonna guess he's not at the item lvl required for LFR and is giving you that message instead. It's happened to me a few times.

Feels obvious but have you tried relogging? Else make a ticket

A guildee of mine had the same problem. I can't guarantee you it's 100% what helped, but someone suggested swapping around difficulties.

Have you boosted this character to 90? If so, wait for 24 hours until the restrictions are lifted.
