switched professions with level 3 barn

i currently switched my professions with a level 3 garrison to leather working and herb's my issue is i cant seem to find the plans for the tannery level 1 in my garrison plans i have plans 2/3 but not level 1 tannery all my searching has come across a quest that i finished at earlier levels for the plans that drop level 1 plans and the mob is not there anymore

any help would be appericated
