Why would Disc ever take Surge of Light? Flash Heal doesn't trigger anything similar to Serendipity nor does it have anywhere near the HPET of PW:S.
It's just a free GCD that heals less than what PW:S blocks - Solace is only about a billion times better.

That's what I figured, I suppose it's a silly question. The question then is, why did they bother making the change? It seems rather random.

Well, i was going a lot of time on raid with a shaman (or monk sometimes) and a pala and in some bosses I abused a lot of CoW with more than good results. And that dont means you cant put some shields on raid.
I dont say other healers cant heal tanks, but I can say that I love CoW in bosses like Darmac, the twins, the train, iron maidens, kromog and the girl of the fire dogs xD
hahahaha, what was the pala holy trinket? Cant remember...but sounds like it is op haha
About the disc trinket.....I am not sure what think

It's wasting beacon healing and basically just padding meters - and 6.2 has even more tank-centric healing tools.

Fact is, there are healers who have half their power budget dedicated to tank healing. Running CoW just to shield tanks and nobody else is just padding meters. And in a bad way, because you aren't doing your job keeping the rest of the raid alive like you are supposed to.

Well, actually we are 2 priest holy, me with disc, a monk healer and 2 shaman healers (yes, we have a lot of healers and we rotate).
Then I should no use CoW on tanks???
Is CoW really a so damn terrible heal??? Then you think the only use for a disc is spam shields???
Personally I only dont use cow on bosses with huge raid damage and not to much on tanks. On Blackhand for example CoW is not much usefull. But I find it pretty strong and give to tanks a nice huge shield
And never said that if I had cow i dont heal any other raid member haha
As long as you know you are more or less responsible for non-tank deaths if and when you are too busy trying to snipe the holy paladin to do what is required of you, do whatever floats your boat.

It isn't. Holy Paladins are heavily incentivized when healing tanks directly and have near mana neutrality even when spamming their Flash Heal equivalent on Beaconed targets.
They have much stronger tools to burst heal any tank in a pinch, while not ignoring the other 2 tanks.
Disc doesn't have the tools to simultaneously heal up to 3 tanks at once no matter how good they are, and are just subverting the healing territory of paladins outside of periods of negligible raid damage at the cost of raid viability.
