HFC location?

Where will we need to go to zone into HFC? Do we need access to Tanaan, or will I be able to log in at raid time and go straight to the instance? Thanks!

You need to do a short questline to build a shipyard (with a level 3 Garrison obviously) to head there, a bit like Isle of Thunder. But you can just ride there and do the questline later. However, to have an actual daily hub/base, you'll need to come back and do the starting questline.
