I'm so glad blizzard went back to the RNG legendary drop progression like in mop. The slow and steadily making progress with every boss kill completely void of annoying RNG elements was just so not fun. /s

From my limited personal experience it seems to be something like 50%? Maybe higher.

If you are particularly bold, you could use a Shiny Ditto. Do keep in mind though, this will infuriate your opponents due to Ditto's beauty. Please do not use Shiny Ditto. You have been warned.

In our guild with 13/13 most of us get around 6-8 tomes, somee ppl a bit more.
Probably it's around 35-50% chance to get it.
