Flying will unlock sometime in mid-late september is my guess.
If you are against flying in Draenor please meet up at the entry to HFC to protest so I can dive bomb you like I'm riding Falkor the Luck Dragon. Maybe Blizzard can add an extra action button to flight mounts to allow me to throw poop at people riding ground mounts like the Hozen.
Q: Any ETA on the flying mini-patch?
A: It will be weeks, not months. Near future that patch will be on the PTR, although there is some work to do still.

Why bother with them when it takes less than 3 weeks to get revered with all 3.

No PTR has been that fast. So let's see: 2 weeks until PTR and about at least a month til that goes live. Mid september.
This isn't a full patch ptr, it's for a minor patch with bugfixes. Don't think it will be on there for a month.

I'm exalted with the 3 tanaan factions and have completed the flying achievement, but flying is not live yet.
I think you should rethink your vocabulary. At least. It means at the very minimum. My sights are on mid September because it's going to be a month not 2 weeks before the PTR. Go back to your cave.

Flying or not flying has little to no impact on subscribers. Drama queens still subbed to the game just like to keep making you think otherwise and that they are unsubbed due to no flying when they hadn't even lapsed their sub.
I don't think that's actually true. There's some (there's a big invisible wall around hellfire citadel) but you already can see Draenor from the air using the feather in most places, and during much of development they still hadn't decided what they were actually going to do with flying (and such would have designed it with flying in mind).
It's trivially easy to tell that this continent was not designed in the same way as prior ones where flying is not expected. Silvermoon, where you still can't fly, is paper-thin around the edges because you can never see it from above. Draenor has a lot of inaccesible hills and mountains with no content on them, but there's little missing terrain geometry as you are implying.
It will still need some testing, but maybe two weeks not an entire month.
