low ilvl gear with haste vs higher ilvl gear without haste

As the title says... whats best for enhancement shamans.
i ask this cause with the lower ilvl gear (698 ilvl) i have 20,25% crit / 20,22% haste / 45,25% mastery / 18,36% multi, with the higher ilvl gear (699ilvl) i have 23,56% crit / 13,26% haste / 49,75% mastery / 19,52% multi. (unbuffed)
So i ask you, whats best?!
According to askmrrobot, the highest ilvl is considered better than a higher % of haste

I would recommend to download simcraft and sim your dps with both sets, change things sim again, but generally more Agi - better than secondary stats. Since the scale for agi is 10.xx and for haste its only 6.5, check the tread on enh bis gear and the stat scales to get more precise numbers.

Generally +ilvl=+dps with some exceptions. In this case though, go with the lower ilvl set.
