OK, I’ll try my hand at this. I’m going to go with only neutral minions. I’m looking for cards that either A.) Get tremendous value or B.) Impactful enough to cause a meta shift, or C.) can swing a losing game into a winner.

Honestly so many of the cards are situational that making a list of "best" cards doesn't make much sense.

Except Dr Boom, who isn't situational at all.

Even if he does get owled he's still a Boulderfist Ogre.

Boulderfist is a 6/7 for 6 and doesn't see play in constructed due to being too slow. Tirion is a 6/6 for 8 if he gets owled. I'd call that neutralised.

Boulderfist Ogres don't see play in constructed not because they're too slow, but because there are a lot other 6 drops that are better. Tirion as a 6/6 is still a board presence, and if you owled him, that means Tirion is getting at least 2 for 1 value.
