To be a fair fight, I'd suggest the Lich King (assuming Frostmourne can touch him). Kil'jaeden, Sargeras or the Titans are way too powerful In terms of superheroes, again to pick a fair fight, I'd pick Thor. Although Thor can possibly wipe the floor with all the Lotr forces combined so...

A reality warper like the Scarlet Witch or Franklin Richards.
Or perhaps the Spectre? He is near omnipotent and is basically the embodiment of vengeance/justice and I'm sure Sauron has killed innocents before.
If godlike characters are off the table then I'd go with superpowered juggernauts that can fight entire armies by themselves, like Superman or the Hulk, or mystical/demonic powerhouses like Doctor Strange/Ghost Rider/Spawn.

Think a better question would be Sauron-with carnage symbiote Vs 2nd teir heros would be more interesting and harder to figure out. Surely saurmons magic would make him immune to heat/sonic so he wouldnt have the weakness of a symbiote

Superman has a little problem when it comes to magic.

Well, the X-Men have defeated Sauron several times, so I'd go with them.

The Tolkien legendarium is a low magic setting. Marvel and DC comics for the most part operate on comic book logic. Pretty much any superhero could mop the floor with him.

That's if you take not the movie version which has shown nothing.
He is seen less in the books than in the movie.

Actually, you literally never see him in the book.

Human progress isn't measured by industry. It's measured by the value you place on a life.

    Just, be kind.

It's unlikely that Sauron has any magic that can seriously harm him.

I'd be surprised if he can throw so much as a fireball.

More importantly, would even Superman be able to kill the Witch King? People forget that entire problem involving anyone with a penis who doesn't have plot armor.

That's like saying only the chosen one can beat voldemort and not anybody who can destroy the earth with all horcruxes on it.
