With pvp power and resilience gone, what is the difference between pvp and pve gear now?

pvp gear scales up in level when in pvp

In addition to above... Bascially… Versatility is kinda the new PvP stat – or least it’s useful for a lot of specs.

To acquire this however, one must pray to the almighty RNJesus and hope.

Also, PvE set bonuses and trinkets do not work in rated PvP (not sure about random bgs and world pvp)

PvP Gear scales up in ilvl against Players to 5 ilvl below the best PvE Gear.
Additionally, PvE gear scales down in Battlegrounds and Arenas.

TL; DR; Use PvP Gear for rated PvP, and Mythic raiding Gear for World PvP.
PvE gear has been and still is the best for World PvP.

I though PVP gear will scale up when you are in pvp combat? even in World PVP?

Yes, PvE trinkets do work in unrated PvP..they are simply scaled to the appropriate level.
