Didn't they just break ground on building a several billion dollar skyscraper a while back? One of the princes of Saudi Arabia anyways...
Anywho its simple they just need to cut their defense budget and invite more Americans. Our government would gladly station more troops there because that's just how we do.

They certainly do waste a ton, if the iran deal def pulls through with what I am reading oil wise

Russia actually does not produce "only oil", however oil is currently over half their exports. They're a big country and they could invest in other things, but that's the sort of long-term growth that you can't just switch to if your chief export goes down the drain.
