UH Blood Boil

Reviewing logs, it seems that scourge strike is doing close to 4x blood boil damage. Yet, the existing work suggests using blood boil at 3+ targets, though scourge strike seems like the better choice at 3. What is the reasoning behind this difference? Am I not accounting for something properly (necrosis?)?

You also have to account for the fact that you can't SS endlessly on death runes and have to use FS

Part of it is from Necrosis as well. With SS you have 4 rolls of MS, two from physical and two from shadow. With BB at three target you get 6 MS rolls, two for each mob hit. Gives a higher potential damage outcome given more MS and Necrosis rolls/hits.
