My guess is that they will stay locked until after the maintenance. But, just it's just that, a guess.

maintenance is only 3 hours or so, and dailies/quests reset at 10 am

and...? what does the maintenance time have to do with anything? 3 hours is plenty of time to flip a switch for demon hunters,and the prepatch content...

expansions launch without maintenance... im suprised were even getting one for the pre-patch, but i guess they need to do a few things

wtf are you even talking about? Some things get added after the maintence, somethings get u unlocked after the morning regardless of the maintenance time (raids etc) and other things unlock at midnight (TW dungeons)
