Im sure you guys remember the riots that burned and destroyed a portion of baltimore, so the question is should the city receive aid to pay for the damage the citizens caused?

Yes.
Not sure why this is actually a question.

If it's preferable, why do they need FEMA aid? Or is the property damage causing a quality of life problem for the residents? I'm sure the people that lost their jobs would have been fine if a few dumbasses got dragged off in cuffs with beanbag bruises.
Baltimore has had riots before. It took them 30 years to recover economically from them.
hurt feelings does not merit property damage. Dont like the consequences dont riot and burn down a city, dont break the law. Still want to? Then deal with the shit you should get dragged through for doing it. If there is no reprecussions for commiting these crimes the fuck is supposed to deter them in the future? Oh they were upset so its ok they burned down half of baltimore.
Was it your intention to refute your own statement? Or do you think government assistance shouldn't be used to stave off things like...I don't know...economic disaster?

There is no way to "deal with" being killed. And the outcomes of our criminal justice system aren't limited to "innocent" or "executed."

Maby the should focus more on not allowing the riots to happen rather than standby and watch packs of hooligans burn and destroy the city.

They dont have to be killed, im ok with rubber bullets, beanbag guns, water cannons. I still cherish the memories of rioters in germany geting blown across the street by the water cannons when the police showed up. Right now people arnt afraid to break the law and riot, they see no reprocussions from destroyed property.
FEMA is federal aid. This isn't a federal issue. That should be reserved for actual disasters not mismanagement by a city. Before you even bring it up, no I don't think Detroit deserved any kind of aid either from the Feds. Baltimore can deal with it on their own. They're supposed to have a fund for emergencies anyway. At worst, they can appeal to the governor and get aid from the state.
But FEMA was not created for this.
