Pretty sad if this is true, especially since Tier 3 countries are likely banned from trade pacts like TPP because it would provide an incentive for even more trafficking for labor.

There is a fine line between illegal immigration and state sponsored human trafficking. The congress passed a human trafficking bill this year also, I think they are laying the groundwork for a huge sting.
Rule of thumb:
Don't trust too much in a national body regarding international statistics.. Rather look into independent sources instead.
