You don't need a football guy per se, but at least someone knows what he's doing. People like Perez are extreme examples of people who don't know how to run a club and squeeze out everything there is. He makes money, sure, but the club barely wins prizes compared to Barca. To be fair Bayern has a much better pull than United atm. And it matters because they don't understand football, they don't know anything about the players they negotiate with and that's surely noticeable. And in the end, Woodward is the one buying players, he might look at economic figures instead of what the player brings to the club in terms of football.
