Artifacts = Path of the Titans?

Are Artifacts a remolded Path of the Titans?

Here is what we know about Artifacts.
Here is Path of the Titans.

If so, I am OK with this. It seems like they made a way for Path of the Titans to be presentable and fun. So instead of tying Paths to Archeology which would make a boring sub profession mandatory. Blizzard creates Artifacts, and creates this whole awesome story and tie in for each spec?
